Sir,
I am directed by the Secretary of State for War to
acknowledge the receipt of your secret letter of the 21st
instant, enclosing a copy of a Memorandum by the Colonial Defence
Committee on a Report on the Hong Kong Volunteers, dated April,
1896.
In reply, I am to inform you that the Marquis of Lansdowne
approves of the Memorandum by the Colonial Defence Committee,
and concurs in the suggestion of Mr. Chamberlain that it should
be transmitted to the Governor of the Colony.
